I’ve run cables between floors, down stairs and such. Stairs make things easier, because you can run the cable across them without tripping anyone, or needing to cover them. You can wind through bannisters to avoid using tape too.
Also, you should only be running one cable, and putting a switch at the other end.

you run along wall edges, taking the long way if you have to. When crossing open areas, you lay a rubber cable protector over the top (or a strip of carpet with a gutter cut out underneath), to stop tripping and make it look nice.
absolutely agree with the mesh wifi. Two stations, one at your NAS, one near you. They’ll form a direct high-speed link between each other. Zero effort. Faster than Powerline ethernet, and most other options.
it’s worth thinking if they put that money in a basic account with 5% interest (I get 4.5% in one of my accounts and 5.2% in another, so I’ll simplify), with $24k in there, that would be $100 per month, or 20% of their monthly budget. 7% is quite common with basic etfs, but it’s more annoying to move money back to pay bills then. Cpu, ram, etc only really matter if you do a lot of transcoding. Otherwise, Jellyfin does and uses very little.
If you have a system that supports hardware transcoding (like most Intel cpus QSV), then you can get by with very little again. Otherwise, you need a lot more for software transcoding.
Storage space: a couple GB is plenty.
Linux: in general? Debian, maybe? But it doesn’t really matter when you can also run it in a Docker container. Just pick something that’s user-friendly for you.
The last Intel device was the MacPro, last year. Otherwise, they basically went 100% Arm within a year or so. A very quick and complete changeover.
