If you want rechargeable batteries, just put some eneloop batteries (or some of the cheaper, rebranded ones) in the remote. They are not like the old NiMH batteries, they hold a charge for a years.

It depends on the PC. If it’s a mini ITX board with an unused 16 lane PCIe slot, you can put an adapter in there with 4 NVMe drives. Make sure the motherboard supports PCIe bifurcation though.

That depends on the ISP having backup batteries for their equipment. It will usually only last a couple of hours. 5G will usually stay up for a few days. For longer outages, you will need satellite internet and lots of fuel for your generator.
There are mid range CPUs with 128MB of L3 cache now. A Linux distro like Tiny Core could fit entirely in cache.
